This Display Recognition is available ONLY to authorized recipients who possess orders, or authorization form, or release documentation that confirms award eligibility. (See "Issue Requirements"). To obtain either a Display Medal or a Display Recognition for your authorized award you will be required to provide military-issued documentation authorizing your award. There are no exceptions. You must NOT submit a military issued document or photocopy that:

Causing over 1,800 casualties and an estimated $108 billion in damage, Katrina was made to be the worst natural catastrophe to strike the United States in its history because of incompetent and neglectful leadership on higher levels in Washington DC. It was only due to United States Military officers and services, initiated by local commanders with belated support from independently operating officers in the Department of Defense, led by the Coast Guard and National Guard, who superceded civilian neglect, in some cases believed to be willful, and took authority upon themselves after ruling out any Command and Control from the White House that greater damage and loss of life was avoided. Katrina proved, most of all, that when incompetent civilian leadership is absent the United States Military must assume the authority vested in it by the Constitution to Serve the Nation and its people in an emergency.
